What would an idle phantom hand be like??? Especially if you were skilled in telekinesis...poltergeist activity?
As to the visual cortex improving with "seeing" instead of "looking". Like with anything else, practise, practise, and I forget the third one.
Some methods of improvement would be night walks. Trying to see in the dark, freeform doodling, those magic eye pictures, the huge scattered "spot the object" pictures (similar to "Where's Wally?"), and doing those exercises with two pictures that are exactly the same except for subtle differences and you have to spot them. There's a name for those last ones but it escapes me.
Image streaming would also be very useful in this regard.
